Definition Ice formation that develops when super-cooled water is turbulently mixed, permitting development of small ice crystals which continually fragment and break up without forming ice cover. Over time a slushy suspension of increasing density forms on the surface of the water. In quiet conditions frazil crystals can freeze together to form a continuous thin sheet of young ice.
